Are all the undoented immigrants from Russia, Ukraine, Mexico, & China living in California getting Amnesty?

All illegals in CA have the equivalent of amnesty because it is a sanctuary state. In most cities they also get all the social benefits of citizenship; welfare, WIC, public housing. In some jurisdictions they are even allowed to vote in local elections.
