Do politicians think we should put the bad healthcare plan in action, then fix it? Or do they just not care?

I'm asking this from a republican stand point. I personally don't want government healthcare to happen but my father does. He grew up in Germany were he paid 50 cents per week out of his paycheck. He fractured his ankle once, showed up at the hospital, they asked for his card, and they fixed him up.... He says that kind of system would work but the Obama's Administration's plan is just to crazy. Its a bad plan from the get go and to enact a full scale plan and then try to fix it would be the worse possible thing. Money would run out very quickly and we would be left with a broken system. And then after all that, people would just go back to paying big money or dieing.
