First time renter, Pearlwood Estates, Inver Grove Heights,Mn?

Has anyone lived at those apartments before or is living there and what are the cons and pros about the apartments/management. heat water sewerage is all paid but how much is electricity they said it was around 50 dollars or so but then sometimes they'll say anything to reel u in.
